Sindh Universities urged to align with global academic standards at CIEC orientation workshop held at SU

The future of higher education in Sindh rests on quality, innovation and accountability. This was the resounding message at the Charter Inspection and Evaluation Committee’s (CIEC) orientation workshop held at the Senate Hall, Vice-Chancellor Secretariat, University of Sindh, Jamshoro on Wednesday.

Attended by Vice-Chancellors, Pro-Vice Chancellors, Deans, Registrars and Directors of Quality Enhancement Cells (QECs) from across the province, the workshop brought together leading academic policymakers and administrators to deliberate on the urgent need for global benchmarking in university education.

The event opened with a recitation from the Holy Qur’an, followed by a keynote briefing from Secretary Sindh Higher Education Commission (HEC) Dr. Moeen Siddiqui, who emphasized the centrality of quality assurance mechanisms in shaping the future of higher education.

He underscored that Pakistan’s Universities must break away from outdated practices and adapt to global academic trends. “Quality in education is no longer a matter of prestige; it is a matter of survival,” he said.

“If we want our institutions to be recognized internationally, we must embed transparency, merit and innovation at every level of our higher education system,” he asserted.

Chairman CIEC Dr. Sarosh Lodhi delivered the main address, outlining the objectives of the orientation and introducing the updated CIEC Manual.

He highlighted that Universities in Sindh were on the cusp of transformation and that the committee’s monitoring and evaluation frameworks were designed to ensure that institutions deliver on their academic promises.

“Our mission is to place Sindh’s Universities on the map of global knowledge hubs,” he said and added that to do so, everyone must learn from international quality assurance models, implement rigorous ranking systems and hold ourselves accountable through transparent inspections and performance reviews.

Dr. Lodhi further noted that the CIEC’s upcoming 10th round of inspections would adopt newly introduced monitoring forms, including online submission mechanisms aimed at reducing paperwork and ensuring efficiency.

He stressed that such reforms were intended not as obstacles but as enablers for universities to expand and excel.

Welcoming the distinguished gathering, Vice-Chancellor University of Sindh Professor Dr. Khalil-ur-Rehman Khoumbati shared the institution’s own efforts in embedding quality and innovation.

“The University of Sindh has always played a pioneering role in education, but in the present era, we cannot afford complacency,” he said.

“We are committed to establishing new departments and launching academic programmes that respond to the needs of a rapidly evolving society. Quality assurance will remain the anchor of this expansion — without it, quantity alone is meaningless,” he said.

Dr Khoumbati praised the CIEC for providing universities with structured guidelines that not only monitor but also guide institutions in achieving their vision.

The technical sessions of the workshop introduced Quality Assurance (QA) Models worldwide, their ranking systems and their adaptability to the Pakistani context.

Presenters stressed that while international frameworks offer benchmarks, local adaptation is essential for relevance and effectiveness.

A separate session examined Pakistan’s own QA models, their progress and the challenges universities face in implementation.

Participants included Vice-Chancellor Shaheed Benazir Bhutto University Nawabshah Dr. Madad Ali Shah, Pro-Vice Chancellor University of Art & Culture Jamshoro Engr. Muhammad Ibrahim Memon, Incharge Director QEC University of Art & Culture Jamshoro Dr Sohaib Ahmed Indhar, Dean Faculty of Natural Sciences Govt. College University Hyderabad Dr Abdul Manan Shaikh, Director Finance Sindh University Zeeshan Memon and others also engaged in discussions about the establishment of new academic departments, the commencement of new programmes and the importance of linking higher education with the emerging demands of the job market.

The introduction of CIEC’s new monitoring and inspection forms including digital formats was described by many attendees as a milestone in ensuring efficiency, transparency and accountability.

The workshop concluded with a consensus that Sindh’s Universities must now move beyond rhetoric to action.

Participants agreed that institutional credibility, student employability and international recognition all depend on an uncompromising commitment to quality.

The session ended with a vote of thanks and lunch with participants appreciating the University of Sindh Jamshoro for hosting an event that set the tone for the province’s higher education future.
